On October 31 Russia said it had launched many successful missile and bomb attacks on power stations. Ukraine confirmed this. Before October 21 over a third of Ukraine's energy production had been put out of operation. If attacks continue at this rate Ukraine will lose all energy by the end of November. But Russia is running out of missiles. Ukraine has told refugees not to return home because they will put too much strain on an already overburdened energy system. Some military installations were also hit. There were explosions in Kyiv and other cities. Ukraine says 18 sites were hit. 80% of Kyiv was without water. Ukraine has been rationing electricity and cutting off power for several hours in the middle of the day to save energy. Ukraine and NATO say that targeting energy infrastructure is a war crime and specifically prohibited by the Geneva Convention that Russia has signed. The Russian goal seems to be to break Ukrainian civilian morale by making the winter unbearable. There is not enough time to repair the energy infrastructure before very cold temperatures arrive. Ukraine is supposed to be fully connected ton the EU energy grid at some point in 2023. Ukraine claims to be doing well on the battlefield and to have killed hundreds of enemies on October 29 and 30.
