Russia makes citizenship easier to obtain

On April 17 the Russian Parliament passed a law reducing the residency to attain Russian citizenship to 5 years. The spouses and children of Russian citizens will not have to wait at all. Dual citizenship is now permitted for those seeking to acquire Russian citizenship. This will have an effect on up to 10 million people resident in Russia who are citizens of other former Soviet republics such as Armenia, Moldova. Turkmenistan and Uzbekistan. People in Donbass and Luhansk will be able to get citizenship almost immediately. The legislation was rushed through only 2 weeks after being announced. The Duma passed it unanimously which is almost unheard of. Both Houses of Parliament met on Friday which is unprecedented. Why the haste? Perhaps the government wants some good news amid coronavirus spiralling out of control.The government is doing this is to try to address demographic decline. But will it? Even taking into account non-citizens in Russia the best case scenario is that the population stagnates. Turning non-citizens into citizens will not change this. Russia wants guest workers from other former USSR countries to keep coming because they are needed despite some people scapegoating them for all ills. But people from other former USSR countries are increasingly inclined to go to the Middle East, Europe and China.
