Russia might resume international flights from July 15. On July 10 the deputy prime minister said that Russia is negotiating with other governments to recommence flights from July 15. People would only be allowed into Russia if they are coming from a country with under 40 coronavirus cases per 100 000 inhabitants and with a daily increase of under 1%. Citizens of other countries shall only be permitted to enter Russia if their government permits Russians to travel to their country. The list of countries for flights has not yet been drawn up.Almost all international travel was banned by Russia on March 27. There were a few exemptions to allow foreigners to leave Russia and to enable Russians abroad to come home. Aeroflot has operated some cargo flights. Some people have been allowed to fly as passengers on these cargo flights for a vastly inflated ticket price. This has been of dubious legality. The tourism and airline industries are clamoring for this move. The government is fed up of financially supporting them. Coronavirus has been increasing in Russia and the government seems to have stopped caring. It is very likely that this relaxation of travel rules will go ahead.
