Russia moves closer to North Korea

On March 27 Russia voted to close a UN panel that monitors sanctions on North Korea. The panel was investigating claims that Russia broke UN rules by buying North Korean ballistic missiles. Sanctions are still extant but the UN cannot effectively monitor them now. Many countries criticized Russia for using its veto on the UN Security Council to prevent the renewal of the sanctions monitoring panel. Ukraine said that this veto proves that Russia is buying arms from North Korea. Moscow has persistently denied doing so. North Korea is one of only five countries to vote for Russia in the UN on the invasion of Ukraine. Russia is North Korea's second biggest trade partner. It is one of only two countries to border the Korean Peninsula. The UN Security Council voted in 2006 for sanctions on North Korea because of its nuclear program. Such motions can only pass if Russia does not veto them. On March 25 the head of Russia's foreign intelligence service visited North Korea. The reason he did this was to coordinate on counter-espionage, according to an official press release.
