Russia plans to hold referendum on constitution

On February 11 one of Russia's main newspapers (Vedomosti) reported that the government's proposed referendum on constitutional amendments will have a goal of 70% turnout and 70% voting in favor. The government had the same goal for the 2018 presidential elections and achieved it. Opinion polls show about 70% of Russians are in favor of the reforms but only 64% intend to vote for them. The longer the delay until the referendum the lower the turnout will be. The 70% turnout figure will be a much harder figure to achieve than 70% in favor. The government will pressure state employees to vote.
