The Russian Ministry of Economic Development has issued a plan to run up to an including 2035. It divides the country into economic zones. Each will be allotted federal funds to help economic development. Different regions will be tasked with different sectors of the economy to develop. However, output targets have not been set. There appears to be an element of the state picking winners. Regional politicians may soon squabble over how much subsidies they are granted and which areas of the economy they are supposed to develop. The initiative has had a rather mixed perception with some experts thinking it is a reincarnation of Soviet-era state planning. The exact parameters of the implantation of the new system remain unclear.
