The 9,000 word paper says Russia believes in human rights, international law and peace. It denounces the West for neo-Nazism and Russophobia. Oddly the paper mentions Ukraine only once and says that the West started a hybrid war against Russian ''in the Ukrainian direction.'' The paper stresses that Russia will collaborate with China and India. It also underscores how important Africa, the Islamic world and Latin America are to Russia. It lambasts what it calls Western "neo-colonialism". The paper says that the US is anti-Russian and is trying to enfeeble Russia in multiple ways. It accuses the US of polluting Russia with immorality and breaking up the country. It calls for Europe to stop being under US mastery and then there will be good relations with Russia.  Russia calls for the US to end its anti-Russian stance so that peace and stability can return, with positive cooperation being good for everyone. It says that Russia must be recognized as America's equal. Moscow rails against the US domination of commerce and global finance. It warns of counter sanctions and hitting back at Western information warfare as these imperil Russian sovereignty.
