Russia says that avoiding a nuclear clash is vital

On November 2 the Russian Foreign Ministry said that avoiding a nuclear clash is the top priority. It blamed tensions on ''irresponsible and shameless actions aimed at undermining our national security.'' It called on nuclear weapons states to desist from ''dangerous attempts to infringe each other's vital interests.'' Moscow said that a nuclear war ''can never be won.'' There are only 8 declared nuclear weapons states in the world. The statement is presumably aimed at France, the US and the UK. Russia reiterated that its nuclear doctrine is solely defensive. But the Russian threshold for usage is lower than that of NATO countries. Russia would nuclear arms to protect its territory and it now claims Ukrainian regions are Russian sovereign territory. Therefore, Ukraine fighting to regain this land could lead to Russia using a nuclear weapon. It is hard to tell if Moscow's statement is reassuring or not. By reaffirming that nuclear arms should not be used, that seems to calm the world. But by reminding the world that Russia has nuclear arms and their use would be devastating seems like a threat. On November 2 US media sources said that the US Government has overheard Russian commanders discuss the possibility of using battlefield nuclear weapons in Ukraine.
