Russia says that the West is in effect fighting Russia

On September 24 the Russian Foreign Minister made the claim and said, "They are fighting us.'' He cited the USD 100 billion Western countries have given in arms to Ukraine. He noted that the United Kingdom and the US are giving Ukraine intelligence and there are Western military advisors in Ukraine. He could have mentioned thousands of Western volunteers in the Ukrainian Army. Why is Lavrov saying this now? Is it to discourage the West from donating more in arms? There is significant opposition in Western nations to continuing to donate to Ukraine. Several US media outlets reported on September 22 that the US is about to give Ukraine ATACMS - an advanced conventional missile system with a range of 300 km. That is a greater range than any missiles that Ukraine has now. The timing may be crucial as Ukraine finally seems to have made significant progress in its counter-offensive. They have until November 2023 to reach the Sea of Azov before the weather will make major advances all but impossible.
