Moscow has made no official announcement. The UN Sanctions Committee is observing the situation in the CAR. There is an arms embargo on the CAR.There are at least 300 hundred Russian military instructors in the CAR and at least three transport helicopters. There are also UN peacekeepers. All three forces have kept each other apprised of their movements to prevent any blue-on-blue fire. The UN Security Council is holding a public meeting on the CAR on January 21.
