Russia tries to encourage technology exports

The National Technology Initiative (NTI) is a state policy to tap into new markets and achieve Russian technological mastery by 2035. The NTI has been complaining that it does not have the means to achieve this very ambitious goal. The NTI has been given USD 233 million with little to show for it.The Russian technology market is not huge. Local technology companies lack the resources and capital to become market leaders on the world stage. The government suggested that technology companies form partnerships with SOEs that already have a presence on the world market. The NTI would like security systems from the NTI put into contracts when selling technology abroad. The government is adamant that semi-state companies must be helpful in this regard. The state is rightly vexed about long term trends. Russia is very rarely a leader in technological innovation. If this is not addressed then Russia will fall further behind.
