Russia trying to switch to domestic software - unsuccessfully

The Russian Audit Chamber published statistics showing that in 2017-18 government agencies purchased USD 130 million of domestically produced software and USD 263 million of foreign created software. This is disappointing because the government would like to see its agencies buying more Russian made software. Software was an area where Russia thought it could compete with the West. In 2016 Russia started an inventory of Russian produced software. Governmental agencies are not allowed to buy foreign software where a Russian equivalent exists unless they obtain a permit stating that the purchase of foreign software is necessary. Despite this the Audit Chamber found that USD 50 million of software was bought illegally. 82% of government agencies use foreign mail servers and 99% use Microsoft, Oracle or another foreign database.
