Russia twinning Ukrainian towns with Russian towns

On July 4 the Kremlin said that St Petersburg was twinned with Mariupol, Ukraine. The Governor of St Petersburg visited the city. Over 90% of Mariupol's buildings were damaged or destroyed in the war. The governor visited a school and distributed computers. Schools in St Petersburg shall help Mariupol ones. The Russian city shall fund the reconstruction of the Ukrainian one and send construction workers. Some reconstruction in Mariupol has already commenced. Russia's tactic of bombarding a city into rubble is effective. But it makes rebuilding that city extremely expensive. St Petersburg is Russia's second biggest city and Putin's birthplace. It is indicative of the importance attached to Mariupol. It is rumored that the twinning idea was Putin's own. Mariupol schoolchildren have been on a trip to St Petersburg. The Kremlin wants regions and not the federal government to pay for rebuilding shattered Ukrainian cities. Over 40 Russian regions have announced twinning with Ukrainian regions and cities. Teachers and administrators have also been dispatched. This is yet more proof that Russia aims to annex these regions permanently. The City of Moscow will rebuild Donetsk and Luhansk. Other cities have donated ambulances. The Kremlin wants to get Russians emotionally attached to the war. The amount of money to be spent on reconstruction has not been announced. It is unclear if the Russian federal government will pay any of the cost. The staggering cost of rebuilding occupied areas will be unpopular.
