Russia will digitize its military draft system

On April 11 Russia's parliament voted to streamline the system of calling men up for the military. This bill adds to the rumors that Russia is planning a new wave of conscription. Russian males usually do a year of military training at the age of 18. Wartime conscription is mostly about calling back men in their 20s and 30s to the army some years after they have already left the army following their year of military training. The new bill will call men up for the military through a message on the the government's services platform Gosuslugi. The message will be deemed to be delivered when it hits the inbox. Making the callup digital is supposed to make it faster and unavoidable. From now on those who fail to show up to the barracks when they are summoned will face severe penalties, starting with being banned from leaving the country. In 2022, hundreds of thousands of men left the country to evade conscription. Some of them have since returned to Russia. Some of these military-aged males have been interviewed by the FSB about why they left the country for a few months. The bill goes to the second chamber of the Russian Parliament on April 12 where it is virtually certain to pass and be signed by Putin forthwith.
