Russian bureaucrats appointed in occupied Ukraine

Moscow has been putting officials in place in the regions of Ukraine that it controls. This is presumably preparatory to these areas' being integrated into Russia formally. A former Duma deputy, regional government officials and a senior FSB officer are among the appointees. It is said by officials in the Russian-occupied regions that referenda shall be held in months on the issue of fusing with Russia. The war is not about denazification and demilitarization as Putin claimed. He specifically said Russia did not seek to annex land.  Zaporizhzhia and Kherson are the regions that have had the officials appointed. Russia is appointing people from Russia partly because they cannot find enough Ukrainians to fill these posts. Moscow has been disappointed that pro-Russian elements have not been more forthcoming. Some of the Russians appointed filled similar roles in Crimea in 2014.  Some Russian-appointed Ukrainians have been assassinated. That has had a dissuasive effect on potential collaborators. Luhansk and Donetsk already have many Russian officials. Officials there say Russia might spend up to USD 60 billion on these regions' reconstruction. If Russia were to integrate Kherson and Zaproizhzhia it would have to spend far more. Moscow wants oversight of the spending.
