Russian constitutional reforms take effect

On December 8 Putin signed the amendments into law. The State Council was solely consultative organ. Its status has been raised to being a constitutional state body whose complement is filled by regional governors and officials by presidential appointment. The State Council shall direct policy both abroad and domestically.It is now a crime to cede a single centimeter of sovereign soil. Proposing giving away land is punishable by a heavy fine. Russian Law will prevail in the event of any disagreement with international law. Presidential terms were zeroed. That allows Putin to run twice more when his current term expires in 2024. He could hold office until 2036 if re-elected for a further two terms. Should Putin opt not to run in 2024 he could be head of the State Council. This might be a retirement job. Some see it as a means of him being the power behind the throne like Nazarbayev in Kazakhstan. This would enable him to run the country whilst divesting himself of burdensome public appearances. The president signed these laws 160 after the referendum. One of the other items included in the package of constitutional amendments confirmed that marriage can only be between people of opposite sexes.
