Russian Defense Minister says there is no need to use nuclear arms

On August 16 the announcement was made. There has been chatter in the Western media that Russia might resort to a tactical nuclear strike as the war is progressing so slowly. Minister Shoigu said there was ''no military need'' to do this. But why did he add the word ''military''? Is there a non-military need? Shoigu said Russia had nuclear arms to preserve its state and they will only be used in the gravest of circumstances. A Russian diplomat told the UN in July 2022 that nuclear arms will not be used in Ukraine. It is unclear why Russia is dialing down the rhetoric on nuclear arms now. In February 2022 Putin announced he had put nuclear weapons units on high alert.
