On January 18 Sergei Shoigu visited Russian Forces in Ukraine to award medals. This was Shoigu's first visit to Ukraine since General Gerasimov was placed in charge of the campaign/ Russian TV showed a video of Shoigu addressing troops. He emphasized that it is vital to make sure logistics work well and that decent accommodation and medical facilities. This is indicative of ongoing logistical problems. Shoigu said Russia needs to build fortifications. This suggests that they expect a Ukrainian counter-offensive. Shoigu said that the Military would be expanded to 1.5 million full time troops by 2026 and armaments would be built up in tandem.
