Russian Federal Council votes to end nuclear test ban treaty

On October 25 the Federal Council made the decision unanimously. The lower house of Parliament already voted for the same thing on October 20. It is almost certain that Putin will sign off on this decision. Russia will withdraw from the Comprehensive Test Ban Treaty (CTBT). CTBT outlaws nuclear explosions. Russia has long accused the US of violating CTBT. Almost every country has signed the CTBT. If Russia starts conducting nuclear tests other countries might do likewise. Since 2022 Russia has repeatedly reminded the West of the risk of nuclear war. In public Putin always has a bodyguard carrying what appears to be the nuclear pillow. Russia has been reminding its people that the war is ongoing amidst distractions from the Middle East. Putin visited the command HQ in Rostov—not too far from Ukraine—on October 20. Rostov is the city seized by Wagner in the abortive June 2023 coup. The Defense Minister visited the forward HQ on October 24 to verify that preparations are being made for winter.
