On April 18 Sergei Lavrov said that countries that oppose Western domination should oppose its sanctions. He denounced ''Western blackmail''. Lavrov is in Venezuela. He visited Brazil and will go on to Nicaragua and Cuba. Venezuela and Russia have a close relationship but the country nevertheless abstained in the UN on the Ukraine War. The President of Brazil is somewhat sympathetic to Russia's view on Ukraine. Lavrov said that Cuba and Nicaragua are also Russian allies and are subject to US sanctions. Cuba abstained when voting in the UN on the Ukraine War but Nicaragua voted on Russia's side. The Nicaraguan Army officers go to Russia for training. Cuba is suffering from an economic crisis. It has not recovered from a loss of tourists during the pandemic. There are severe fuel shortages. In 2022 its president visited Russia and obtained an agreement on cheap oil supplies.
