Russian diplomatic influence has declined considerably since 2022. While Putin is keen to demonstrate that Russia has more friends than its opponents claim, Russia’s diplomatic situation is not as friendless as the EU and US like to pretend.

In former Soviet Central Asia, the five nations have a strictly neutral stance on Ukraine, at least in overt terms. They see it as a possible precedent: if Russia wins in Ukraine it may seek to reintegrate some of Central Asia. The Ukraine War has been an opportunity for them to enhance their distinct identity without Russia or China or any other country attending their summits. The US and the EU are very eager for this to develop.

In this report, we review developments in Russia's diplomatic relations by region: the Former Soviet Union, the Global South, and the rest of the world.
