Russian Governor of Kherson asks for civilians to be evacuated

On October 13 the Moscow-appointed official said he needs help moving civilians out as the Ukrainian Army is advancing. He said this on his Telegram channel, which suggests rising desperation. Vladimir Saldo complained about Ukrainian missile strikes. The Russian Army is fighting in Kherson. There are 27,000 troops in and around the city. The bridges across the river there are damaged. It is difficult for them to receive supplies and reinforcements or indeed to withdraw in a hurry. There is no talk of evacuating military personnel.
