On May 21 Antipinsky oil refinery declared bankruptcy. This is one of the main refineries in the Tyumen Region. Sberbank owns 80% of the refinery since Antipinsky owes money to Sberbank. SOCAR (State Oil Company of the Azerbaijan Republic) is considering buying the refinery. The remaining 20% is owned by Nikolai Egorov. He is a lawyer who is Putin's friend from schooldays. SOCAR has been building refineries and petrochemical plants in Turkey. Turkey and Azerbaijan are neighbors. They are also brother nations who share a language. SOCAR would like Antipinsky since it would strengthen their position in Russia. The head of Lukoil is Vagit Alekperov who is a Russian-Azerbaijani. He wants to increase Lukoil's presence in Russia.
