On October 10 the missiles struck Kyiv and other cities. At least 11 civilians were killed. The low death toll suggests that the targeting was not good. Some missiles struck electric power stations, a university, a museum and waterworks. Targeting civilian infrastructure is against the Geneva Convention. Russia said it had hit energy infrastructure, communication facilities and military posts. Russia is irate that the Crimea Bridge was damaged. Putin called it terrorism. Ukraine says 80 missiles were fired and that Russia used Iranian-made drones based in Belarus. Moldova said Russian missiles had crossed its airspace to hit Ukraine. On October 10 Belarus claimed that Ukraine was planning to invade it. Belarus agreed to join a military group with Russia. Putin promised to step up missile attacks.
