Russians can evade sanctions in Belarus

Many Russians are going to Belarus to purchase items unavailable in Russia due to sanctions. Western retailers and payments companies still function in Belarus. There are extra flights and trains between Russia and Belarus. Visa and MasterCard can be obtained by Russians if they open a bank account in Belarus. Belarusbank recorded Belarus is not under full Western sanctions despite allowing Russia to use its land to invade Ukraine. Delfin, a tour agency, says that numbers are up 60%. That is partly because Russians find it hard to fly to most destinations. Moreover, sanctions have made some destinations unaffordable.  Belarus is affordable, Russian speaking and pro-Moscow.
