On July 1 Pedro Sanchez visited the country and addressed the Parliament. He said the EU is unwaveringly committed to Ukraine. He asked Ukraine to continue to reform. Spain will provide USD 60 million in aid to rebuild Ukraine. Spain has also trained Ukrainian troops and provided it with tanks. Sanchez's party (PSOE) is very likely to win the election in Spain in August 2023. Therefore Spanish policy will continue as it is for at least a few years. Spain currently has the presidency of the Council of the European Union. This rotates between EU member states every 6 months. Spain re-stated that it was Ukraine to be admitted to the EU and for Ukraine to join NATO eventually. Ukraine is pleading for more arms, in particular fighter jets. Its pilots are being trained on F 16s but no country has pledged to donate F 16s. The Ukrainian counter-offensive is on four axes and has made minimal progress in a month. It has only penetrated 5 miles into Russian-held territory. Ukraine has sustained significant casualties. Russia is building more defenses further back. Ukraine has lowered expectations for its counter-offensive. Kyiv fears if it is a bloody failure then there will be a diminution of Western political will.
