It has now been one week since the onset of the diplomatic conflict between the Dominican Republic and Haiti. On Monday, September 11, 2023, the Dominican Government made the decision to close the land border with Haiti at the Dajabón pass. They formally requested the Government of Haiti to halt the construction of a canal, which they contend diverts the binational Dajabón River from its natural course through Haitian territory. This request is based on their assertion that such construction violates bilateral agreements regarding the shared use of binational waters. Furthermore, the Dominican Government has made it clear that any progress in resolving this dispute through dialogue is contingent upon the suspension of the canal construction work. Their argument revolves around the potential adverse consequences, contending that the altered flow of the Dajabón River in the lower region would adversely affect farmers on both sides of the border. They also express concerns about potential ecological damage to lagoons and wetlands in the affected area. On September 16, the Dominican Government took a decisive step by implementing a comprehensive border closure encompassing land, sea, and air routes. Concurrently, they deployed an unusually large contingent of military forces to ensure strict enforcement of this measure and safeguard the territorial security of the Dominican Republic.
