The first round of voting on the Constitutional Amendment Proposal (PEC) on Tax Reform was approved by a large margin. There were 382 votes in favor. In the second round of voting, there were 375 votes in favor. The approval of the proposal in the House is a defeat for former President Jair Bolsonaro and a victory for Arthur Lira. The vote on the bills dealing with the tie-breaking vote in the Administrative Council of Tax Appeals (CARF) and the new fiscal framework should take place in August. Formally, Congress recesses on July 18, but with the approval of Tax Reform and the postponement of the bills, the quorum in Brasilia will likely be reduced because many members of Congress, including Arthur Lira, have family vacation trips planned starting this weekend.
