However, the containers loaded cannot be proven to be filled with munitions. The ships were photographed in late 2023. The US has since sanctioned the three vessels. Ukraine has long accused Russia of buying a million shells from North Korea in late 2023. Kyiv says Russia also bought ballistic missile launchers from Pyongyang. The US supports the claim. Even countries that are neutral on the Ukraine War tend to oppose North Korea's nuclear program so this accusation may turn them against Russia. Russia voted for sanctions on North Korea several years ago because of Pyongyang's nuclear program. Sanctions forbid trade of this nature. North Korean laborers are working in Russia. They are paid below the minimum wage. Some of their wages are sent to the North Korean Government. These laborers work in remote inhospitable regions where it is difficult to persuade Russian workers to go. This is a breach of sanctions. Putin's spokesman denied that Russia was buying munitions from North Korea. Putin has agreed in principle to visit North Korea but not set a date. He has so far visited only once in 2000.
