On September 28 Grant Shapps met Zelensky. The two discussed enhancing Ukraine's air defense capability. Zelensky expressed his gratitude to the British.  Ukraine suffered many attacks on its energy infrastructure in the winter of 2022-23. It is possible that Russia may try this again but the attempt to break morale this way failed. Moreover, Ukraine has improved its air defense since then. Air defense is also crucial to the success of the counter-offensive since Ukraine does not have air superiority.  On September 28 Bulgaria announced it would donate more air defense to Ukraine.
