Ukraine demands Russia withdrawals before talks

On May 24 Zelensky said that the war situation is very challenging. However, he said he will only negotiate with Moscow if Russia pulls out of Ukraine. The Russian Parliament passed a law that said there is no upper age limit for those signing up to the military. The aim is for older recruits to maneuver precision weapons and perform less physically demanding tasks. The Kremlin says only volunteers will be sent to the war but admits that some conscripts were sent there initially. Putin signed an order to permit Russian citizenship to be given to Ukrainians in areas under Russian control. A deputy prime minister said that Kherson Region will soon be integrated into ''our Russian family.'' The UK said a plan to have NATO warships escort merchant ships carrying Ukrainian grain from Odessa is unfeasible. There has been virtually no shipping from Odessa since the war began. Russia claims that Mariupol port is now operational under its control.
