Ukraine mulls constitutional reform

On December 19 President Zelensky proposed a bill to reform the constitution. He claims the goal is to diffuse power. Regional governors will be replaced by prefects. Prefects will be answerable to the president and not to local councils. A prefect shall serve a single three year term. The smallest districts will be merged into 'hromada' which are larger districts. Regions will no longer be named in the constituion which will mean that the Rada (parliament) will no longer have to approve regional mergers.Zelensky's proposals are strikingly reminiscent of ideas put forward by Poroshenko. It seems that the president wants to centralize power despite saying the opposite. Nothing in the bill recognizes special status for Luhansk or Donbass. According to the Minsk Agreement of 2015 Ukraine is supposed to do that.
