Ukraine pressures citizens abroad to come home to fight

On April 23 Kyiv ended consular services for military aged men (18-60) who are outside the country. The only exemption is for a travel document to allow a men to come back to Ukraine. This comes after Ukraine changed the law to allow more men to be drafted. As Ukrainian men abroad cannot renew vital documents outside the country they will be compelled to return to Ukraine where they can be drafted. In 2023 Ukraine mulled issuing draft papers to men abroad. However, countries such as Germany, which have significant Ukrainian communities, said that they would not co-operate by arresting Ukrainian men who failed to respond to a summons to the Ukrainian Army. The Ukrainian Army is short of troops. Moreover, some soldiers have not had leave for over 2 years. Ukraine admits it is being pushed back. Russia is close to taking Chasiv Yar, a strategically important town because its high ground overlooks crucial Ukrainian supply routes. It is estimated that several thousand men have left the country illegally to evade the draft. Some have drowned trying to cross rivers to get to another country.
