Ukrainian Foreign Minister in India

On March 28 Dmytro Kuleba arrived in Delhi to met his counterpart. Kuleba was invited by External Affairs Minister Jaishankar. This is the first top level visit by a Ukrainian to India since the war began. The two men discussed a peace formula. Jaishankar said the issues involved in the war cannot be settled by fighting.  Zelensky spoke to Prime Minister Modi of India earlier in 2024. India has offered to mediate to end to the conflict. India has been providing humanitarian assistance.  India is an adversary of Russia's chief ally: China. If a Russian victory strengthens China, then this is bad news for Delhi. Ukraine is aware of the growing importance of the world's most populous country. India abstained in the UN resolutions on Ukraine. Much of the Global South is neutral on the Ukraine issue. Russia sells oil at below market price to India. India has had cordial relations with Russia since Indian independence in 1947. India purchases arms from Russia.
