US accuses Russia of crimes against humanity

On February 18 the Vice President of the US made the accusation. It is the first time that the US government has formally alleged this. Kamala Harris cited attacks on civilians as part of this. Harris was speaking at the Munich Security Conference. Several world leaders were in attendance. Harris claimed that Russian forces had committed rape, murder and torture prolifically. The EU would like to bring Putin and others to trial after the war. However, Russia has not signed the Rome Statute of the International Criminal Court so there is no mechanism to do this.
