US holds talks for Armenia and Azerbaijan

On November 8 the two Caucasus nations met in Washington to try to resolve their border dispute. In the past week there has been shooting across the ceasefire line. The US Secretary of State met with representatives of both countries. Privately US officials recognize that a permanent peace is unlikely to be agreed. The US considers de-escalating tensions to be a more realistic goal. On November 1 the Prime Minister of Armenia and the Azerbaijani President went to Moscow to meet each other and Putin. They have agreed not to use force. This has been more honored in the breach than in the observance. In 2020 there was a full-scale war between the countries. Azerbaijan won and is angry that the peace terms have not been fully implemented. In September 2022 a resurgence of fighting led to 280 deaths.
