Week of December 21

BRAZIL POLITICS - Report 21 Dec 2015 by Murillo de Aragão and Cristiano Noronha

This is the last week of legislative activity in Congress. According to the Constitution, congressmen begin their recess this Wednesday (12/23).

On Monday, Lower House President Eduardo Cunha (PMDB-RJ) meets with party leaders. The main item on the agenda is to discuss the impeachment proceedings following the decision by the Federal Supreme Court which, in practice, annulled the election that chose 39 members for the committee to analyze the process.

Ricardo Berzoini, Minister of the Government Secretariat, also meets with leaders of the governing coalition to try to get Congress to resume activity in January. However, cancelling the recess depends on approval by an absolute majority in both houses, and there will be insufficient quorum in Brasília this week to make that happen.

This week may also see the sanctioning of important bills approved in Congress, such as the Pluriannual Investment Plan (PPA) 2016-2019, the Budget Guidelines Law and the 2016 Budget. There is also the bill that deals with the repatriation of funds held by Brazilians abroad.

The new Minister of Finance, Nelson Barbosa, intends to appoint his team. He said he will appoint people he has worked with in the past.Below, some of the main events on the agenda for the end of the year.
