Yatsenyuk announces resignation

Today Prime-minister Arseniy Yatsenyuk announced his intention to resign. His resignation statement will be officially submitted to the Parliament on April 12th. In fact, this means that President Poroshenko has finally found enough votes at the Parliament for Volodymyr Groysman who will be nominated for Prime-minister post instead of Yatsenyuk. Does it mean that political crisis will be resolved in this way? We are quite skeptical about this. Volodymyr Groysman is a close friend of Poroshenko and we do not see big difference between Groysman and Igor Kononenko who was blamed in corruption by Minister of Economy Ayvaras Abromavichus. To some extent communication with western partners might become easier after appointment of Groysman since he will be a kind of ‘fresh face’ at the Cabinet. However, we should expect the IMF demanding deliveries prior to any further financing. For instance, the Cabinet of Yatsenyuk cancelled scheduled gas prices increase for April and the Fund will be anticipating this work to be done by new Prime-minister. Volodymyr Groysman is trying to ‘sweeten’ his appointment promising technocrats at the Cabinet. In particular, there are talks that former Minister of Finance of Slovakia Ivan Mikloš will be the Finance Minister at the Groysman Cabinet. Still observers are quite negative about appointment of Volodymyr Groysman since he is expected to keep status quo for rent-seeking schemes rather than pushing forward with radical reforms.
